The Director-General of the Delta State Bureau for Orientation and Communications, Dr. Fred Latimore Oghenesivbe, Esq., has been inducted into the Canadian Hall of Fame as a Distinguished Fellow of the International Institute of Experts on Political Economy and Administration (IIEPEA).
IIEPEA is a globally recognised professional and academic institute registered in Canada and Nigeria, with a mandate to promote knowledge advancement, research, and professional development in political economy and public administration.
Disclosing details of the induction, the Registrar of the Institute, Prof. Hephzibah Suobo, said Dr. Oghenesivbe successfully completed the mandatory 35-hour advanced modules in Administrative Management Strategy, a rigorous programme designed to assess multitasking capacity, problem-solving proficiency, and critical reasoning skills required of Distinguished Fellows.
Prof. Suobo, a Professor of Climate Diplomacy, International Relations and Multilateral Policy, explained that Dr. Oghenesivbe’s elevation to the Institute’s highest membership category was in recognition of his strong academic foundation across multiple disciplines, his outstanding contributions to public administration and international affairs, and over two decades of professional expertise in political economy, law, good governance advocacy, and communication strategy management.
In his response, Dr. Oghenesivbe expressed deep appreciation to the Institute for conferring on him its highest professional honour. He thanked God Almighty and acknowledged the Executive President of IIEPEA, Prof. Tunji John Asaolu, as well as members of the Institute’s international Governing Council, for considering him worthy of the recognition.
He pledged to uphold the values of the Institute and to project the IIEPEA banner with integrity, while sustaining and defending its international reputation in line with established ethical standards.
The Bureau Director-General also expressed gratitude to his political leader and employer, Governor of Delta State, Rt. Hon. Sheriff Oborevwori, for providing an enabling environment and platform for human capacity development, which he said has empowered him to contribute meaningfully to public service and humanitarian development.
Dr. Oghenesivbe is an accomplished academic and legal practitioner with a Professional Doctorate in Strategic Communication and Information Management Strategy. He holds four academic degrees from the University of Lagos, including a Master’s degree in Public and International Affairs, a Master’s degree in Mass Communication, a Postgraduate Diploma in Mass Communication, and a Bachelor of Laws degree.
He also possesses a Postgraduate Professional Barrister-at-Law Certificate from the Nigerian Law School, a Call-to-Bar Certificate from the Body of Benchers, and a Bachelor of Science degree in Political Science from Enugu State University of Science and Technology (ESUT). He is currently pursuing a PhD in Mass Communication at Delta State University, Abraka.
Dr. Oghenesivbe is a full member of numerous professional bodies, including IIEPEA Canada/Nigeria, the Nigerian Institute of International Affairs (NIIA), Association of Communication Scholars and Professionals of Nigeria (ACSPN), International Political Science Association (IPSA), American Political Science Association (APSA), International Communication Association (ICA), Nigerian Bar Association (Ikeja Branch), Nigerian Institute of Public Relations, and the Rotary Club of Akowonjo (District 9110), among others.
